Leaping Development In Xinjiang Province And Behavior Selection Of Local Government

As one of the first to eat crab, Zhejiang province has accumulated 'Zhejiang Experience' in the development which has been argued by the experts and be learnt as a model by other provinces. The local government in Zhejiang province defines the functional boundary scientifically, respects and exerts the pioneering spirit and the desire to be rich of the micro-economic entities, and creates a positive and interactive relationship with the market. These are the essential part of 'Zhejiang Experience' which is worth to be learnt. The existing development situation of Xinjiang Province which is the developing district is similar with the situation of Zhejiang Province before it developed. How to make full use of its advantages, introduce the advanced management experience, and achieve the goal of leaping development in Xinjiang Province become the starting point and the end result of this paper.Based on the theory of leaping development, this paper firstly introduced the economic development in Xinjiang Province briefly, then used the method combing with quantitative and qualitative analysis to explore the necessity and feasibility of leaping development in Xinjiang Province. Through the further study on 'Zhejiang Experience', especially on how to orientate the role in the aspects of the development of market economy, public service and etc. This paper summed up the enlightenment of 'Zhejiang Experience' for Xinjiang Province, and proposed some constructive suggestions on behavior selection of the local government in leaping development for Xinjiang Province from the views of regional economy and exerting the functions of local governments.The backward and imbalance problems in the economic development in Xinjiang Province has reached the extent of which can not be ignored. And weather local governments in Xinjiang Province can exert the advantages and play the role of guide in the process of leaping development directly related to the comprehensive and harmonious development of the society. This paper attempted to make a breakthrough and innovation on these areas, and provide the feasible basis for related research.
