Research On Government Behavior In Cluster Development Of Cotton Spinning Industry In Alaer Xinjiang Province

Xinjiang is an economically underdeveloped area, the guide meaning brought for developing the cottonindustry is very important for the regional economic and social development. Alear is an emerging city forXinjiang Production and Construction Corps in the construction distribution of southern Xinjiang, whichcan be dated back to the1950s. And it relies on rich and high quality cotton resources, and the region willbe born with a number of cotton spinning enterprises. As Alear City was formally approved to beestablished in2002, the development of cotton spinning industries have gradually embarked on the fasttraffic lane, and the cotton spinning industries have shown the good momentum of cluster development.Alear local government is the leading force to promote the cluster development of the cotton spinningindustries, and it is in virtue of the opportunities brought by the implementation of the country’sdevelop-the-west strategy and a new round of counterpart supporting Xinjiang work initiated by centralgovernment. In2011, Alear party government formally proposed that Alear wanted to form a cottonindustry cluster with the scale of one million and five billion Yuan output value as soon as possible.However, Alear cotton spinning industry cluster or government actions promoting its development haveexposed many problems. In order to solve the problems existing, which influence the cluster developmentof cotton spinning industries, and promote the further development of Alear cotton spinning industryclusters, the author in this paper research mainly from the following aspects:The first is the description of research background, analyze the research trends at home and abroad aboutindustrial clusters and the relevant government behavior, and explain the research significance and researchobjectives, and list the research methods, technical routes and innovation and deficiency; the second is theanalysis of the relevant theory of industrial clusters and government behavior; the third is the analysis ofmany advantages for Alear developing the cotton spinning industry clusters, put forward three stages ofdeveloping cotton spinning industry clusters for Alear, analyze the problems existing in industry clustersand government behavior, and analyze the reason for the problem existing in government behavior; thefourth is to positioning the government behavior in the development of the cotton spinning industry clustersfor Alear; the fifth is to put forward the proposals for optimizing the government behavior in thedevelopment of the cotton spinning industry clusters for Alear.
