The Theory And Practice On Public Participation Of Overall Land Use Planning At Town Level

The land use planning at town played an important role in promoting and guiding rural economic development. As the township's urbanization, industrialization and accelerate the industrialization of the building, a series of problems, which restrained the new round of overall land use planning, were brought up such as urban construction, farmland protection, shortage of resources and so on. In this paper, we studied the amendment for overall land use planning at Yong'an town in Liu Yang city, which aimed to put forward a feasible method of public participation of overall land use planning at town level. It started from the appliance of public participation in land-use planning, applying methods of field survey ;key person interview in the town ; questionnaire; meetings; 3s technology and intinerant exhibition . provided a referenced method or model for constituting a new overall land use planning, which combined theoretical and empirical research, qualitative analysis and quantitative analysis.The main results concluded were as forlows.(1) Methods and technique lines on public participation of overall land use planning at town level were designed;(2) An evaluation of choosing public representation for public participation in the Committee was established;(3) The connections among villages and feedback modes on land use planning process were proposed;(4) A survey system and implement programs of public participation in land use planning at town were established;(5) Taking Yong'an town as an example, put public participation method in use to district economic area outcome, indicate forecast, land use zoning and layout. And put planning program to consulate, revise and perfect. A realistic program for land use planning in Yong'an town was drawn up, which were in line with the town development needs.
