Based on the polycentric governance theory,increases the power theory,new public service theory,using the method of case analysis,field interviews and observation method,draw lessons from the successful experience of the characteristics of small town construction at home and abroad,analyzed the background,rugao bonsai town created as well as the development present situation,to explore characteristics of small town creates problems in the process of its main features in the small town industry resources value remains to be further enhance,miniascape culture experience poor response,leisure vacation size less than expected,and brand effect has not been formed.The main reasons are that the leading role of planning is not given full play,the government plays an obvious leading role,market players and the public participate in the development of featured industries are insufficient in human resources reserves,and infrastructure and public service facilities are unable to provide effective support.In view of the above problems,the establishment of rugao bonsai style town should form an operation mode with the government as the guide and the market subject and the public participating together.In this process,the government should continue to play a leading role in planning,improve infrastructure facilities,improve the level of public services,and strengthen the protection of organizations,policies,funds and personnel.Enterprises and community residents should also give full play to their respective roles,actively participate in the establishment of rugao bonsai town,promote the brand development of the town,build the core competitiveness of the town,and form a good multi-subject interaction and cooperation,co-construction and sharing atmosphere.
