With the continued deepening of the development of the western region,Yunnan province has accelerated the construction of the urban agglomeration in the central Yunnan Province. The coverage of urban agglomerations in central Yunnan has expanded from provincial metropolises to county-level towns, and the mode of land use, scale, and layout of these towns have changed dramatically. The county governments at all levels must strengthen control over land use changes, increase land use efficiency, and optimize the allocation of land resources.Dajie town is the central town of Jiangchuan County in Yuxi City and is established as one of the key townships for the construction of the urban agglomeration in central Yunnan. This paper takes the example of Dajie town to construct a grey linear planning scheme for optimizing the land use structure, optimizing the allocation of land use from a number of structures, and use the CLUE-S model to simulate the space layout.Combining the advantages of the two models, the dual optimization of data structure and spatial layout of land use changes was realized.Based on the analysis of the status quo of land use, this paper studies the optimization of land use quantity structure and spatial distribution, and forecasts future changes in land use, providing a theoretical basis for regulating the development direction and speed of regional development. The main results and conclusions are as follows:(1)The trend of land use change from 2009 to 2014 was the gradual reduction of agricultural land. The paddy fields has been reduced mostly, the water areas such as ponds has also been decreasing, the construction land has gradually increased, and the rate of increase in the area of built towns was the fastest, indicating that the process of urbanization have been accelerating.(2)The quality of arable land in Dajie town is generally good, but the regional spatial heterogeneity is relatively large.Better-quality arable land is located in the dam area where the terrain is gentle and easy to irrigate, while the quality of arable land where the slopes in the mountainous areas are relatively large and the fragile patches are relatively low quality, which is easy to change to other land types. The areas with high degree of suitability for construction land expansion are mainly distributed in the central dam area, gradually weakening toward the west and south, and the dam areas along both sides of the provincial road are also the expansion areas of construction land, indicating that landform and road traffic are the main influencing factors. The total spatial distribution of ecological susceptibility is gradually strengthened from the north dam area to the southwest and southeast mountain areas.(3)The grey linear planning model is constructed to optimize the number structure of the street town.Three optimization plans are set up for the main types of agricultural development, integrating development of socio-economic environmental benefits, and construction of garden cities. After comparison and analysis,it is concluded that the quantity structure of plan two is more suitable for the development of Dajie town.(4)Verification of the suitability of the CLUE-S model is based on land use in the study area in 2009 as the base period data to simulate the land use map in 2014.9 variables such as cultivated land, wood, grass land and garden land are set up,and 9 driving factors such as elevation, slope and so on,which are used to simulate the 9 factors. The accuracy of the simulation results validates that the ROC test is greater than 0.7,the Kappa index is 0.8649,and the difference in the simulated grid number is small, indicating that the CLUE-S model has strong applicability and feasibility in Dajie town.(5)The results of simulation in 2019: Using the CLUE-S model for spatial allocation of three in the number of land use structure schemes, simulation of spatial configuration of the three scenarios, comparing three schemes of quantity and spatial structure,it is found that the schemes due to excessive exploitation of land and arable land remediation requires a lot of capital investment, and the actual operation is more difficult;three increase over the garden area that must be a lot of the land development and consolidation on the mountain,in order to guarantee a better economic benefit, while the construction of extended degree also cannot meet the needs of social and economic development; It can meet the needs of socio-economic development;Option 2 not only realizes the dynamic balance of the total amount of cultivated land, but also guarantees the quality of cultivated land, and at the same time satisfies the social and economic development, and also meets the urbanization development in the spatial structure. Therefore,Option 2 is selected as the most Optimal solution.(6)The grey linear planning has the advantages of simple modeling, clear target, stable algorithm, and easy implementation in the quantity structure. The CLUE-S model can spatially simulate the layout of multiple classes, and can effectively calculate the competitiveness of different types of land for each spatial unit. The research methods integrates two models which are grey linear planning and CLUE-S respectively, chooses the town as the research area, the simulation result has higher precision, the simulation result is better, and it accords with the development goal of the town, indicating that the integrated land use optimization method is suitable for small Regional land use change simulations and predictions provide a theoretical basis for the regulation of regional land use development.
