With the development of traffic transport market, the Chinese government starts to collect fuel oil tax in 2009, it is necessary to rule current distribution and traffic market and coordinate the development of all forwarding agents. It aims at energy saving and gas pollution reduction. It's fair and reasonable to pay the fuel tax per the consumption volume, more consumption, more tax. However, this rule also influences the distribution market, especially the benefit of transport company.This article takes Lujie, a automotive distribution company as study case, by making analysis on what is the influence of the fuel tax collection on Lujie's mail business FAW-VW parts and Toyota parts distribution, the author offers the solution on how to reduce the distribution cost.Lujie Logistic Co. Ltd is a professional automotive distribution company and its main customers are the manufacturing companies from FAW-VW group. It has FAW-VW, FAW-TOYOTA, FAW-Redflag, Jiefang truck entire car distribution contract. The main business includes entire car distribution, parts distribution, packing, distribution, railway, water carriage and logistic technology consultation service.Fuel tax is related with fuel consumption volume, mileage and toll of road maintenance is related with truck type, ton and truck using time. It greatly influences the transport cost, though the regular fee of fixed cost among logistic cost transferred to variable cost related to oil consumption, which means within the critical point, toll changing to tax will bring benefit up, otherwise, benefit will drop.Fuel tax collection brings different influence on FAW-VW and TOYOTA business. Currently, FAW-VW distribution mode efficiency is low, so fuel tax benefits the short mileage trucks. While, TOYOTA distribution mode is high efficiency. The trucks selection, route selection, volume design, out and home design are all optimized, so fuel tax brings no benefit to TOYOTA mode.Facing the fuel tax collection macroscopical environment, Logistic company should take below actions,1. Resource integration, trade-off analysis per shipment itself character and time schedule, choose the reasonable transport tools and mode. Choose railway and water carriage replace highway transport for long-distance transport.2. Resource share, win-win, build partner shipment with competitive, realize resource sharing, optimize truck utilization and reduce empty drive, achieve win-win.3. Improve efficiency, raise the truck turns rate, realize no truck stop.4. Standard packing, improve the standardization of parts packing containers and then improve the loading efficiency, reduce one-way carton boxes, and use returnable packing material and then reduce packing cost.5. Optimize delivery route, improve loading efficiency and design and control the delivery route.6. Choose big loading but low oil consumption trucks.Improving and optimization logistic cost is continues goal of every logistic company. Our company aims at building a low cost, high quality, safe, high efficiency logistic system. For different logistic system and different logistic mode, we should learn from others's strong point and offset the weakness, and study it in order to apply it. Then, our logistic system will go throughout the whole supply chain and become the core flow of the company just like cash flow, information flow and talent flow.
