China has lot of peasant in country.The rural population accounts for about 70% in 13 million populations.On the current situation in our country,the agriculture-hinge,the hundred-hinge industry;Farmer-rich,the country will rich; rural stability,the world will stability.To deepen rural reform,speed up rural development and maintaining rural stability that directly related to the overall economic and social development.How to increase the peasant's income,and realize the harmonious development of urban and rural areas,are placed in front of Party committees and governments.As a large number of Peasant population countries, doing everything to increase the income of the farmers,improving the status of peasant has an extremely important foundation status to build a socialist new countryside.Farmer questions are the core of the problem in" three rural",and the fundamental problem is the peasant income;farmers' incomes increase slowly which the impact of current economic and social development.In grain-producing areas,the slowly increase of farmers are particularly worthy of more attention,this is not only related to the well-off society in China overall,but also seriously affect the food security of our country.And these are not conducive to the stability of the whole society.Jilin Province is one of China's major grain-producing areas,the development of agriculture of Jilin Province is important to protect national food security and stability and social development of strategic importance.In Jilin Province,the per capita peasant net income growth appears fluctuate that has become a important reason to restrict economic development in urban and rural areas of Jilin Province.Jilin Province is facing the opportunities and challenges which will promote to the develop of northeast old industrial and build a new socialist countryside.How to better deal with the relationship of old industrial bases and a new socialist countryside,better solution 3 thousand of millions of farmers increasing problem,has important significance to achieve increase the income of the farmersIn an objective point of Jilin Province,compared to urban residents,farmers (absolute) the burden is not heavy,but why the reaction of urban to burden is not so strongly the farmers?
