Farmers’ income is the core issue of the “three rural issues”; also is the difficult problemof nation’s economic development. Steadily improving farmers’ income is not onlyaccelerating the farmers’ production and quality of life, but also expanding domestic demandand conducive to long-term stability of the national economy and healthy operation. There aremany ways to increase farmers’ income, but it has never been evade from the difficulty toincrease farmers’ income, it has been caused by the rural serious surplus labor force thatwould lead to low per capita recourse, lack of demand for agricultural commercialization, andlow marginal productivity of the agricultural labor force. Under the prerequisite of does notaffect the agricultural output to transfer that surplus rural labor forces to non-agriculturalsectors and fully rational use of them is the key to increase farmers’ income.Since the reform and opening up policy, the farmers’ income levels in three prefectures inSouthern XinJiang has risen, but lower than other region farmers’ income, especially in recentyears, income growth rate continues to slow down, which would adversely affect theeconomic and social development of three prefectures in Southern XinJiang and all inXinJiang. There are many factors affecting farmers’ income, in which whether to take fulladvantage of the surplus rural labor force plays a vital role. The three prefectures in SouthernXinJiang is an area with fragile ecological environment, weak economic foundation, minorityconcentration, higher proportion of agricultural population, low per capita arable land, rurallabor surplus forces and low income level of farmers, and also is an area that national andautonomous region focus on poverty alleviation and development. So explore the effectiveways to transfer of rural surplus labor to non-agricultural sector is not only increase farmers’income of three prefectures in Southern XinJiang, but also has important significance forensuring to achieve a well-off society and the long-term stability of all in XinJiang.Topic of this article is based on the above background; this paper is divided into fiveparts: The first part is an introduction, through the collation and analysis of data collected,include the research background and significance of the topic, research ideas, researchmethods, and innovations; and summarize and combing theoretical research achievements athome and abroad, point out that the domestic academic study shortness of farmers’ income inthree prefectures of Southern XinJiang. In the second part, from the source of incomestructural point of view to study farmers’ income changes in three prefectures of Southern XinJiang; draw transitional unity of the structure of income sources, families operatingincome contribution to the income of farmers is declining, and wage income has importantrole in promoting the farmers’ income. In the third part, to study the transfer of rural surpluslabor force in three prefectures of Southern XinJiang rural areas, draw that in rural areas stillexist a lot of surplus labors, where traditional culture and peoples’ cultural qualities are themain factors to restrict labor transfer; so select a transfer method is combining part-timetransfer with metastatic transfer. The fourth part, make empirical analysis between surpluslabor and farmers’ income in three prefectures of Southern XinJiang rural areas, conclude thatlabor transfer income has bigger effect on farmers’ income compared to the revenue obtainedfrom the secondary and tertiary industries. Last part, conclusion evaluation and policyrecommendations; in this part summary of the above researches, and make appropriate policyrecommendations.
