| Urban strategic planning is the key of the whole urban planning and plays forerunning, dominant and leading roles. The increasingly fierce competition between cities nowadays has made it an important approach for us to conduct sophisticated urban planning for leading urban development in a scientific way, strengthening competition between the cities and upgrading all-round urban development level. For the study of the topic of this article, it mainly bases on the existing study results, uses the world urban frontier development concepts, closely relies on the future development direction of Changchun Municipality, combines the practicality of the Jingyue Development Zone with the study, goes deep into the development strategic study of western area of Jingyue Development Zone, emphasizes the forward thinking of the development orientation, veracity, maneuverability, which bring forward concrete tentative plan on functional orientation, space layout, industry development and boost measure, etc.Jingyue new western urban area is referred to the area located to the east of Yitong River, the west of Xincheng Ave. , the south of the circling city highway and the north of Xinlicheng Reservoir and covers an area of 53.8 sq. km. where its northern part is linked closely to the main city proper of Changchun Municipality, its western part faces the centre of Changchun Municipality beyond the Yitong River, its eastern part lies to Jingyue Forest Park and its southern part is located to the water conservancy beauty spot. In order to make full use of this piece of land, conduct advanced development or construction; it's not been open to any developers to do any designs or construction yet. With the construction centre of Changchun Municipality transferred to the east, this area has become the most strategically valuable area. According to scientific outlook on development, we do the sophisticated study of the thoughts on the development, functional orientation and all-round space image of this piece of land, and bring forward high level strategic planning blue print and do the detail planning and start the development or construction as soon as possible, which can not only speed up the rapid social development of Jingyue Development Zone, but also plays an immeasurable role in enhancing the quality of the construction of new southern urban area of Changchun Municipality.Among over one thousand of development zones in China, Jingyue Development Zone is one of the most unique ones, which develops in a way exceeding the concept of general development zone that delimit an area of land on which enterprises will set up to meet the needs for development and should function for the needs of ecology, garden city and tourism, etc., which will play most important role in the future development of Changchun Municipality and the whole development of Changchun must impact its construction. The urban development direction of Changchun looks like the shape of"X"in which the line extending northeast or southeast is the industry development axis and northwest or southeast the ecological development axis. Jingyue is just located at the start point southeast on the ecological development axis, which has unique ecological environment advantage. Jingyue Development Zone is also an important part composing Changchun new southern urban area and construction of new southern urban area will have a lot of urban key functions, which would go far beyond the new southern urban area itself and also the vast circumjacent area, which can be called"Pan New Southern Urban Area"whose circular areas with a radius of five km. and a radius of ten km. will be influenced are called"functional coordinating sphere"and"functional radiation sphere"respectively. Most part of the JIngyue belongs to the"Pan New Sothern Urban Area"and its construction must link the development over the circling city highway with Jingyue subsidiary centre development. In the mean time, as one the four key development zones, JIngyue Development Zone will also have the important task of being engaged in modern service industry according to the whole urban industry layout.We have basic condition for all-round development or construction of new western urban area in Jingyue Development Zone. First of all, its advantage is clear from the aspect of self-development: (1) having favourable location; (2) environment resources; (3) scientific talents; (4) tourist resources; (5) industry development; (6) infrastructures advantage; (7) policy system advantage (8) good faith. Jingyue Development Zone also has the external opportunities for development of new western urban area: (1) with the land resources in southern China decreased steadily and cost of water, power, gas and manpower increasing continuously, there is a development opportunity of capital and enterprises owned by people based in the southern part of China moving to the northern part; (2) Jingyue Development Zone is the main force of developing modern service industry of Changchun Municipality and enhance the urban image and will be sure to play an important role in constructing modern international city in Changchun; (3) in 2006, JIngyue ecological construction had been mobilized and deployed during the 10th session of the Communist Party Committee of Changchun Municipality and will be an important task in the process of Changchun urban development and has been scheduled in economic and social development; (4) with rapid advance of new southern urban area in Changchun, the infrastructures in the neighboring area of the western area of JIngyue Development Zone have been increasingly well done; (5) a lot of projects such as Northeast Asian Headquarters, Tobacco Building, Chuanyu Building, Stem-cell Recomposing Centre and EBD, etc. have been intended to be located here in the new western urban area, which the start-up of these projects will definitely bring along the rapid development of new western urban area in Jingyue Development Zone and will lead fast development of various industries . (6) in order to ease up economic crises, the state has promulgated a series of policies of stimulating domestic demands and promoting economic growth; increased the investment in infrastructure, ecological construction, environment protection, etc. and for the city like Changchun with typical pattern of"relying on investment for fueling economic growth", it's a great historical opportunity. In the mean time, new western urban area of JIngyue Development Zone is also limited by the negative problems such as planning norms set by state, initial stage, not being popular, monotonous industry mix, not being well-known enough and also facing the competition with other development zones and people or other enterprises who are engaged in new western urban area and the development here can also be challenged by other factors such as the state macro-economic control as well as economic crises.On the basis of further analysis of environment of new western urban area of Jingyue Development Zone, this article puts forward the strategic planning of new western urban area of Jingyue Development Zone. The overall objective of new western urban area of Jingyue Development Zone is to built it into a new world first class modern ecological urban area where is cozy for the people to live in a ecological environment. Under the guidance of scientific outlook on development, adhering the principle of people foremost, ecology being the priority, harmonious intergrowth, efficiency and intensivism, highlighting characteristics and sustainable development; basing ourselves upon for nowadays, facing the future of 100 years ahead, it will become ecological demonstration area, central relaxing district, for the city in the future, centralized area of high-end industries. Through comprehensive analysis of all aspects of the area, we determine the development theme of the new western urban area of Jingyue Development Zone as"new water city"whose connotation includes"water area, green field and business city". Considering the function orientation and character of land use in"new water city"of new western urban area of Jingyue Development Zone, we sum up the space layout here as"one axis, three belts and six major functional areas". One axis: building central landscape avenue forming high-end industry development axis. Three belts: Xincheng Avenue functional coordinating belt, unique functional belt of ecological axis line, leisure tourism belt along Yitong River. Six major functional areas: High-tech Industry Park, leisure tourism area, modern business area, business and trade logistics district, ecological business district (EBD), culture creation area. Modern service industry will be main industry in new western urban area of Jingyue Development Zone according to the industry orientation. This article put forward the specific tentative plan for urban construction, ecological construction and social development in new western urban area of Jingyue Development Zone.In order to implement all-round strategic planning of new western urban area of Jingyue Development Zone, we mainly take the measures as follows: (1) doing better planning job completely; (2) making every effort to attract investment according to industry orientation; (3) using the urban management measures to speed up the construction of urban infrastructures; (4) strengthening urban landscape control and guidance; (5) establishing urban ecological system with natural ecological effect; (6) cultivating quality urban culture; (7) speeding up talents training and introducing; (8) transferring the functions, providing better service; (9) strengthening measures of industry promotion; (10) strengthening publicity and presentation of new western urban area of Jingyue Development Zone. |
