Regional Major Function Types Subdivision Of Ecological Restricted Development Zone

The Major Function Oriented Zone Planning is an important measure for our country to regulate the regional space development. Based on the current capacity ability of resources and environment,the development density and the potentials for further development,national land can be divided into four zones including optimized development zone,stressed development zone,restricted development zone and prohibitd development zone.In the meanwhile,it is essential to improve policies for regional development and performance evaluation,to regulate the development order of space and to form scientific space development structure in accordance with the function positioning.The restricted development zone can be subdivided into ecological restricted development zone and agricultural restricted development zone.Since the concept of the MFOZ was put forward,domestic theorists and government departments have done a lot of research and practice. The major function oriented zone planning of national and provincial level has been completed,which has laid the foundation for the further scientific and orderly development of our country according to the scientific order,local conditions and sustainable development.However,this kind of zone planning process and results,using county(city) scale as the basic research unit,does not take the differences in the county into account,which makes the study and practice too macroscopic, poor practical application and operability. Consequently,it is necessary to do functional type subdivision on a smaller scale, identifying specific spatial features, putting forward appropriate development policies.In 2014,the National Development and Reform Commission,the Ministry of Environmental Protection have decided to choose a series of the national important ecological functional zones(Ecological restricted development zone)by selecting some typical counties to do pilot demonstration work.Based on relevant theories,this paper tries to explore the theory and method on regional major function types subdivision of Ecological restricted development zone,taking one of the determined typical pilot counties,Suichuan County in Jiangxi Province, as an example of empirical research.The main contents are as follows:(1)State the research background,significance of the thesis and the contents of the study;Take the rules of regional differentiation theory,regional spatial structure theory,sustainable development theory,ecological economy theory, "anti planning" theory as foundation;Analyse the domestic and foreign research progress;Construct the technical system of regional major function types subdivision of Ecological restricted development zone.(2) Take Suichuan County as an empirical research. The study chooses village as the basic research unit,based on spatial analysis functions of ArcGIS10.0,extracts required elements of evaluation,uses suitable index evaluation method and mutual exclusion matrix method,identifies the suitability feature of each unit.Based on the feature,Suichuan County is divided into four parts:ecological construction area, agricultural area, town development zone and prohibited development zone.(3)Try to carry out scientific,reasonable and local development strategy for each part,and to construct the regional development path of four kinds of zones.
