With the world economic globalization and knowledge economy coming, enterprises are facing increasingly intense competitive environment, they are trying to formulate the reasonable business strategy and the effective management to adapt to the competitive environment and enhance their competitive strength. Human resources development and management is the core of enterprise management, performance assessment is the basis of human resources management, through establishing the scientific and effective performance appraisal system that can achieve the corporate strategy, encourage enterprises to raise the level of performance, thereby enhance the competitiveness of enterprises.On the basis of reading literature, the paper chooses key performance indicators (KPI) to create the performance appraisal system. Using the fish bone diagram to analyzing the successful performance of the enterprise, with the status of enterprise performance and strategic objectives, finding enterprise KPI dimension, decomposing the KPI dimension and sifting indicators, thus establishing the enterprise KPI system. Corporate performance from the departments' performance, the various departments need to implement the enterprise KPI system, decomposing and sifting the enterprise KPI again, using weight factor judgment table method to set weight, finally establish a scientific, comprehensive and effective performance appraisal system, enterprises will not only increase performance to the strategic level, but also continue to improve corporate performance. Next applying this method in Huizhou LNG corporation establishing performance appraisal system, it establishes a scientific, comprehensive and effective performance appraisal system, it become the powerful means and tool in the scientific management of corporation, applying management and decision-marking in the production enterprises. The method can also provide a reference and the reference value for other enterprises establishing performance appraisal system.
