Subscribe and implement of 'Close Economic Partnership Arrangement between Hong Kong and Chinese mainland' (CEPA) provide an institution framework for economic and trade cooperation of Guangdong and Hong Kong. CEPA not only cut down transaction costs between Guangdong and Hong Kong through institution innovation, but also play a significant role in promoting two regional's economies development. Trade in services is a new tendency following trade in goods in international market. As a most important content of CEPA, liberalization of trade in services brings different institution performance for two districts. So how to strengthen cooperation between Guangdong and Hong Kong under the CEPA framework become a general concerned of academics.This dissertation absorbs and learns from research of CEPA and cooperation between Hong Kong and Guangdong, Firstly, illustrate each stages features of economic cooperation between Guangdong and Hong Kong using institutional economics theory, deduce rationality and necessity of CEPA institution innovation from interdependence economic and trade cooperation between Guangdong and Hong Kong. Then construction theoretical model form the liberalization of trade in services angle, carry out static analysis combined with service industry development situation of Guangdong and Hong Kong, carry out dynamic analysis combined with economic growth data of two areas through computation the theoretical model. Comprehensive review different institution performance effects of the implementation of CEPA on the liberalization of trade in services between Guangdong and Hong Kong. At the end of this dissertation we put forward some pertinence policy recommendations for reinforce the cooperation between Guangdong and Hong Kong and enhance the institution performance of CEPA based on theoretic and demonstration analysis.
