Government Management And Supporting Research On Urban Bottom Informal Employment

The paper does a primary research on the management and support of bottom informal employment from government. During the process of research, firstly the method of documents synthetical analysis is used to discuss and classify the conception of informal employment and bottom informal employment. Based on the above-mentioned, a questionnaire survey is applied to exemplify the conditions of mobile street-vendors in Tianhe district of Guangzhou. And the author find the following problems in the bottom informal employment: firstly the omission of administration subject; secondly the inefficiency of system; thirdly the fuzziness of concept for the administrators and the managed; fourthly the expansion of power of the administrators; fifthly the simplicity of administrative forms; sixthly the unawareness of service and support; For these problems, the thesis proposes that for one hand the government should strengthen the scientific management towards the bottom informal employment from the aspects of classification management, level management, certificate management. For another hand the government should enhance the support to the urban bottom informal employment, focusing on the reasonable and lawful supports from the aspects of financial credit, taxation and revenue, and social comprehensive support.The paper comes to the conclusion: Polarization is obvious for the staffs in urban informal employment. Bottom informal employment consists of the lower quality and lower level in the field of informal employment. For the urban government, the emphasis and difficulty focus on the bottom informal dimension. The staffs in bottom informal employment mainly apply dispersed and laggard production and management forms. Thus they need further administration from government. Because the weakness and vulnerability for the bottom informal employment, government should pay greater attention and support.Due to the limitation of objective and subjective elements, this research takes a static environment as the basis rather than the mobile population. And the suggestions on the policies just focus on the macro-level, rather than on the concrete operation and on the costs on the administration and support for the government, which needs further research and improvement. The author hopes that the analysis to the bottom informal employment in cities could be useful reference to similar studies.
