Since the 1980s , the informal sector employment scale of various countries has expanded day by day , and gradually become an important form of employment promoting . No matter the developed country , the economical reforming country or the developing country , labors in informal sector employment assumes a trend of escalation in entire employed population . Our country's informal sector employment is developing quickly and has the vital role in eliminating the cities' poverty , promoting employment, accelerating urbanization , satisfying people's demand and stabling the society . But informal sector employment has many problems in developing process . For example , the informal sector employment must endure the policy repellence and the unfair treatment. Their bodies are discriminated , their benefits are violated, their lives are injured. The Chairman Hu Jintao emphasized that we must construct the harmonious society , which includes of some people's basic requests as promoting employment and safeguarding the worker rights. Therefore we should not only acknowledge that the informal sector employment can promote employment and develop economy , but also support,encourage and safeguard the informal sector development of employment. That is to say , the informal sector employment must be standardized .Theories about informal sector employment in our country are comparatively behindhand .The management of informal sector employment is still on the junior stage. Firstly, the paper makes the study on the actual condition of informal sector employment and analyzes the existent questions. Secondly, it summarizes characteristic and concept of informal sector employment, and finally proposes the effective way to the standardizing of informal sector employment . The paper draws the conclusion are as followings: Informal sector employment 's existence and the development in our country are an inevitable result of the marketing reform,the adjustment of economic structure and employment pressure. The paper will not only solve the serious unemployment in our country, but also conform the development tendency that people choose the employment patterns in future. Furthermore, the paper summarizes the definition and extensive characteristics of informal sector employment . According to the informal sector employment's questions which exist in developing process , it discusses the standardization connotation of informal sector employment. The standardization connotation is that the informal sector employment should adopt informal and flexible forms, while the worker's basic rights and interests must be standardized . The standardized informal sector employment needs support from various aspects: first , the government should encourage and support informal sector employment when constituting and carrying out policy ; second , the trade union should change its role from welfare work to keeping the employees' benefits depending on the "Labor laws", the "Trade union laws", depending on the strictly executing of labor supervision and management , depending on the support of government and labors' recognization .For safeguarding informal employee benefits , we should establish some channels by which people can communicate and respond their situation to the higher trade union or to labor departments quickly and exactly. I hope the paper can provide some beneficial references for the employment reforming,labor system reforming and labor market improving in our country.
