As the socialist modernization and urbanization continues to accelerate, the scope and difficulty of urban management are increasing."City management" as the main force of the urban management assumed responsibility for the maintenance of urban order, appearance and environments. However, there exist abusing of power, violence during the enforcing laws. Most of the street vendors belong to socially·vulnerable groups, frequently encountered in meeting the basic needs of life survival predicament. When the "city management "and the street vendors have to oppose against each other due to their respective interests, the conflict resulting-staged a real version of "catch me if you can", violence, law enforcement and violent resistance to law, and compete for the right to speak and so on. In the process of conflict, the conflicts between them become more and more intensive. What’s worse, several bloody mass incidents occur, which seriously affected social stability and harmony. Therefore, analyzing and alleviating the conflicts between the "city management" and street vendors, as well as the causes, are urgent problems which demand to be solved immediately.The paper consists of three parts:The first part addresses the basic conflicts between the "city management" and street vendors. In this part, we explain the behavioral conflict, physical confrontation and spiritual conflict from the view of strategy and circumstances and this part arealso complemented by some specific cases, clarifying the status of the current conflicts between them. The second part points out the main reasons that cause these conflicts, including the opposition between the street vendors’right for life and the enforcement powers of the " city management", incompatible interest structure pursued by the two and the deviation in their social behavior mode. The last part focuses on analysis of conflict resolution mechanisms. Generally, the solutions are:to improve the institutional system in order to keep a balance between urban management and welfare of the people;to integrate the distribution of interests, taking into account the practical needs of the parties involved in conflicts; to provide the smooth channel for communication which to seek consensus and cooperation between the two sides. To apply the tactics that involve the third part to get rid of it effective.
