Due to the characteristic of the combination of street vendors, the administration come into dilemma, meanwhile, previewing the thress stages of street vedors administration, there are many insufficiency need improvement. Basing upon this background, this paper is to look for the root cause, it will seek from the deflection of the development of city strateg,the deflection of the value of administration and the insufiiciency of system. When confronted with the difficuties, it will be solved by adjustment of the development of city strategy,being completed of the insufiiciency of system,and restruction of the administration of community.
