With the economy construction and rapid development of science and technology, labors' quality become vital factors. It is a positive step to adopt employment allowing controlling and standard professional qualification of labors, by regarding the quality structure of labor resource and employment situation. The adopting of employment allowing system plays an important role in improving the quality of labors, specifying labor market, specifying enterprise employing action, deepening reform of government-owned corporation and labor employing system, promoting economy development, and it will establish the qualified people foundation for our country's great strategy. However, it is a systemic work for enforcing employment allowing system, based on huge effective information, and how to collect information, arrange information, integrate information and utilizing information that become the key issue. Based on information guarantee theory, analyzing and researching on the information demand of each participator in employment allowing system, this paper tries to construct the information guarantee system of employment allowing system, in order to become the example in the research area.The main contents are:(1) The information flow of carrying out employment allowing system has four characteristics: social, accompanying, strategic and bilateral. Demand exists side by side and plays a part together guarantee. Labor protection administrative department,professional capacity appraisal organization, training and education institution, employing unit, employment agency and job wanted person, each has different information demand.(2) The information guarantee system of employment allowing system must meet these demands: firstly, the strong function of information collection; secondly, the ability of information transaction; thirdly, the unimpeded information communication channel; fourthly, the scientific data house; last, the adaptive function. The information guarantee system of employment allowing system is a comprehensive system including information system, information technology, information resource and information qualified people.(3) The operating mechanisms of information guarantee system of employment allowing system lie in: social regulate and control mechanism, profit balance mechanism, technology support mechanism and unified standard mechanism. In order to optimize the information guarantee system of employment allowing system, it should focus on economy guarantee, organization guarantee, technology guarantee, law guarantee, qualified people guarantee, resource guarantee and service guarantee.
