Urban Housing Security System Design

As the town housing system reform going on in depth, the market mechanism is playing an essential role in optimizing the allocation of housing resource. Due to the market failures, the low-income residents' housing payment power is lack, and they can't get essential housing if depending on themselves. Especially in recent years, the housing price has been rising rapidly, which makes the low-income residents can't afford so high price, and their housing problems are prominent day by day. In order to resolve these problems better, the town housing guarantee system which has been establishing should be perfected fast.Now, the town housing guarantee system includes the economical and suitable housing, the cheap-rent housing and the housing accumulation fund. These measures make the low-income residents dwell better, but there are also some limitations which make the housing guarantee's affects unsatisfactory, which requires us to innovate the housing guarantee system. We should establish one more scientific, reasonable, efficient and fair housing guarantee system in light of the economic and the housing market conditions, which can help the low-income residents dwell better and speed up building the harmonious society.The purpose of this paper is to carry on some discussions to the housing guarantee system construction, clarify some fuzzy understandings and propose my own views by drawing successful lessons form the developed countries' housing experiences, on the basis of housing guarantee research fruits and reform experiences. Though the study, I try to play a promoting effect on perfecting our country housing guarantee system.There are four parts in this paper:The first chapter indicates the background, intention and meaning of the research. It also explains the main content and method of the paper.The second chapter studies the theory of housing guarantee system plan design and determines the town housing guarantee system plan design's goal, the principle and the overall train of thought, on the basis of our country current society, the wealth assignment structure.In view of our country present housing guarantee system's problems, the third chapter has carried on the design to the element of housing guarantee system, according to social economy and the housing development situation as well as drawing successful lessons from the developed countries' housing guarantee experiences. The design is taking the housing guarantee system plan theory as the instruction, which includes housing guarantee supply system, housing guarantee object, housing guarantee level, housing guarantee manner and the way of housing guarantee fund collection.The fourth chapter indicates some opinions for carrying out our country housing guarantee.Innovations in this paper:First, the topic is quite innovative. Basing on effects of the implementation of the existing housing guarantee, and problems of the housing security operation, this paper tries to design a housing guarantee system that meets the current situation in our country.Second, the essay studies on some innovative aspects. From the aspect of government housing guarantee, this paper researches on the appropriate level of housing guarantee macroscopically; this provides some evidences for government housing guarantee decision-making from supply/payout.Third, the orientation of this paper is somewhat innovative. Through the housing consumption capacity, this paper analyzes the construction and operation issues of the existing housing security system. Deficiencies in this paper:First, this paper quotes lot models and data. When working out the guarantee consumption ratio of housing and proportion of housing security expenses in total social security expenditure, the paper uses the relating data from USA for reference respectively. But because there are some differences exist in housing situation between China and America, plus the economic gap, modifications are needed to this data. Whether there is a better model to calculate the appropriate housing security level and compartmentalize housing security groups, whether there is a more appropriate data for comparison and application, it still need more researches to go deep and perfect.Second, guarantee housing rent subsidy standard is one important part in housing security system. However, due to the limitations of my own knowledge, the research on this issue is not so in-depth. For the weaknesses and deficiencies in this essay, more knowledge and information are needed to correct and make up them.
