Study On The Bidding, Auction And Listing Of Industrial Land Accommodate Mechanism In Songjiang District

Land supply system is a fundamental resource allocation system of the national land. Since reform and opening, Shanghai is comprehensively promoting the pace of urbanization. Industrialization is an indispensable part of urban development stage. However, as the 40 percent of the total construction land of Shanghai, the industrial land has been transferred by agreement of low price by government for a long time. "The notice on strengthening the control of land-related issues by State Council" promulgated in 2006 provisions since January 1, 2007, the industrial lands must be transferred by bidding, auction and listing. It is a historic turning point of China's industrial land supply mechanisms.Bidding, auction and listing of industrial land transfer system can be linked to resolve the disorderly competition of industrial land in different regions and enable the integration of industrial land market in the same region. It can truly reflect the supply and demand of the land market, speed up the construction of the land visible market, promote the intensive and economical use of land resource to realize the value of industrial land in return.This paper bases on the theoretical research, such as socialist market economy, public economics, public choice, and so on. It learns from the successful experience of Singapore, the United States, Hong Kong and Wuxi. It combines the historical background and characteristics of Songjiang District, through analysis the implementations which including the operational mechanism, network systems, operational procedures, the effects of policy implementation of the industrial land policy of Songjiang. At last it gives constructive advices which are focus on industrial planning, key projects of land supply, industrial land assessment, the remaining issues, and the determine of qualification of bidders. We hope through the exploration of innovation and development of industrial land supply mechanism in new situation, can offer the decision-making to improve the industrial land supply mechanism of Songjiang District.
