The Research Of Mode Of Unlicensed Business Control In Cixi Based On The Stakeholders

Unlicensed business is a specific social phenomenon occurred during the economic restructuring in China. According to incomplete statistics, the number of unlicensed business occupied about 15% of all the market players. Unlicensed business evades taxes, disturbs the public peace, menaces safety in production, pollutes the environment, does harm to the health, violates the policy of Family Planning, aggrieves the teenagers, fosterages fake commodities, and damages the image of the government. The government brings the unlicensed business into regulation from the very beginning. The number of unlicensed business investigation and prohibition presents upward trend all over China since the Measures on the Investigation and Prohibition of unlicensed business put in practice in 2003. However, shocking violence events against the justice appears frequently during the massive unlicensed business regulation, which leds to the profound reflection towards the current supervision mode. The unlicensed business has become a putative staggerer in the justice execution, so it's extremely urgent to actively explore an effective way for the unlicensed business regulation.This paper uses the Stakeholder Theory to propose a mode of unlicensed business co-control based on the stakeholders, starting with the analysis of theory and demonstration from the example of the Cixi City. Here it constructs the mode of unlicensed business co-control from three aspects: the office of unlicensed business investigation in the cixi city carries on the synthesis to manage in the unlicensed business regulation ; the functional departments cooperate mutually in the unlicensed business regulation; the society and public participate in the unlicensed business regulation positively, and also lodges the effective way to ensure the execution of the mode. Here are the two innovative points:1. propose a mode of unlicensed business co-control based on the stakeholders according to the variety and complexity of the unlicensed business problem, which abandon the only-way regulation procedured by government. Propose a co-control structure formulation of unlicensed business regulation based on the government-enterprise-public multivariate players, which change the high cost, heavy encounter and low efficiency of the traditional unlicensed business regulation. Propose a mode of unlicensed business co-control based on the co-operative win-win high-efficiency stakeholders, which is a transform of administration eidos.2. propose that the government and the functional departments, as the main power of the unlicensed business regulation, should establish a centralized mode which directly face to the results, to ensure the effective execution of the mode of unlicensed business co-control based on the stakeholders. At the same time, the evaluation of one's performance should all point to the results of the unlicensed business regulation, and change the traditional dispersive mode of the unlicensed business regulation which face to the problem.Here briefly explains the problem and further research of this paper in the end.
