Exploration On The E-government Construction Model Of NHTZs

National high-tech industrial development zones (NHTZs) are shouldering the important task of leading innovation and development in China, and building remarkable results in recent years, some concerns expressed. China's national high-tech industrial development zones are in the process of modernization of the emerging industrial zones, industrial civilization to the information in a civilized transition stage, with the advent of the new economic era, the global wave of administrative reform come and go, and how the government of high-tech zones to take the lead in achieving change, to make a demonstration in the cases of the country's transformation of government functions and a service-oriented government molding and performance-oriented government building , to meet the requirements of the rapid development of high-tech zones' economic and social to the CMC's governance capacity, and realizing the "the second pioneering" big development of national high-tech zones, become the urgent problems in looking forward to resolving.In this paper, starting from the theory of e-government of the national high-tech development zones, based on the government information construction, to start with the combine of e-government construction and government management innovation, concretely launch analysis and research, and lead the idea into this particular environment of e-government construction of national high-tech zones, in order to crack the develop plight of high-tech zones.Secondly, through the in-depth analysis of e-government construction typical case of the national high-tech zones of Taiyuan, comprehensively understand the information-based construction picture of the high-tech zones , specific analysis the results achieved and problems encountered in the process of e-government started building of Taiyuan high-tech zones, propose solutions to the problem and promote their development measures on the basis of making up for shortcomings in the absorption advantages. Subsequently, selected e-government construction cases of the state-class high-tech zones, analyzed and summarized, to be used as reference model and the experience and in conjunction with the full text building own research results of e-government construction of the national high-tech zones, with a view to guiding its scientific development.The purpose of this study used case studies and comparative research methods, and take theory and practice of the line, and finally summarize the experience from practice, that research results, The full text way of thinking is the true portrayal of "theories- practice- result". This approach will help papers are theoretical support and practical support, we can form the research result to have the instruction meaning to fulfillment, the conclusions of this thesis has practical value.National High-tech Zone is in a general trend of e-government construction, the problems how to build and construct are needed to solve. At present, the guiding theory of this work is a very poor results, international and domestic research on e-government has not yet penetrated into this particular area, through a large amount of investigation and information gathering, the author found a small number case studies of e-government construction of high-tech zones, and is descriptive, not to create a system of guiding theory of e-government construction of the national high-tech zones. The purpose of this paper is to fill this gap, as a result of these research papers, and establish a demonstration model about the e-government construction of national high-tech zones, the building of e-government in the form of various stages of the high-tech zones from reference, at the same time , formed the three research results, "The Objective Regulation E-G Development of NHTZs, The Guiding Ideology of E-G Construction of NHTZs, The Safeguard Measure of E-G Perfection of NHTZs". Although superficial understanding, the conclusion is great pioneering and innovative and make out the study road of "from the high-tech zones, to high-techzones".Finally, the results are needed to theory into practice and to test and development, the first is testing the authenticity of the theory, and the second is to guide practice of scientific development. So far, the true meaning to explore e-government construction model of the state high-tech development zones have been achieved.
