A Research Of The Science And Technology Innovation Ability On National High-tech Zones

High-tech zones as the forward position of a developing country’s high-tech industries and strategic new industries are more and more valued by people. One distinguishing feature of the high-tech zones which is different from the general development zone is that high-tech zones which is based on the traditional development zone has been integrated into the science and technology, new technology and new technology. As the key to its development, technology and innovation accelerates achievements transformation and technological innovation. Therefore, scientific and technological innovation is the vitality of high-tech zones development. Nowadays, the development of science and techno logy innovation has become one of the important factors of promoting the development of new and high technology industries.Based on the existing state-level high-tech zones in our country and from different angles, this paper analyzes the present situation of our existing state-level high-tech zones, and it analyzes the problems existing in the development of science and technology innovation. According to these problems, this paper finds out the factors affecting and provides effective basis for the healt hy and rapid development of China’s high-tech zones technological innovation. On the basis of relevant theoretical research, this article selects the 114 samples from 2007 to 2014, and designs eight evaluation indexes on science and technology innovation a bility, and adopts the method of panel data index factor analysis to evaluate the scientific and technological innovation ability of the high-tech zones, and extracts the two common factors which are input factor and output factor. Then, the author calculates their factor scores and integrates total scores with Microsoft Excel. Finally, the author calculates the integrated total score of panel data, and finds out the factors which affect the development of science and technology innovation ability on high tech zones according to the score, and provides a reference to the scientific and technological development of high-tech zones.The results showed that, the development level of national high-tech zones innovation in science and technology are affected strongly by two aspects of input and output, and we especially should pay attention to quality and quantity of scientific research funds and scientific research personnel. High-tech zones that located in the eastern developed area and eastern coastal ar eas should be paid attention to the use efficiency of investment in science and technology and the use of science and technology output quality. In order to improving innovation ability of science and technology, high-tech zones that is located in the l ess developed areas in the Midwest of China should combine with their own situation and use their existing advantages to take reasonable and effective measures. So, in practice to improve innovation ability of high-tech zones science and technology, it will get twice the result with half the effort. If they chose suit the remedy to the case, then it will make the high tech zones for continuous development and expansion.
