The reform and opening-up policy offers the opportunities for the whole economy development of China in 1970s. The development of economy and the opening of thought make the start of urban housing system of China. Accompany with the economy development, government adjusts housing policy on time, breaks down traditional welfare housing supply system and improves the residence level for citizens. Commercial houses have been greatly developed. China is the social democracy country. Houses not only are market resources, which follow the marketable laws, but also are the social welfare that safeguard the existence rights. For about 10 years, housing market grows quickly. The conflicts about houses have been intensified. All relatives search for effectual methods to solve the housing supply and demand. Maintaining the economy increase speed, it is the important task to ensure citizen residence for our government.This thesis has three main parts:The first part: Analyses the governmental housing reform policy of different period on the basis of the whole development process of urban housing system of China. The development of housing market is not only the model but also the promotion in the entire development of Chinese socialist market economy. It can be said that quick develop of reform and opening-up offers better stage for housing marketing after the meeting. As one part of the socialist market economy, the progress of housing market and relative industries promote the entire growing of Chinese economy.The second part: Entering to 21 century, China's real estate rapidly grows that promotes the fast development of socialist market economy. It also causes many bad effects such as unreasonable high house price, fast increase speed on house price and so on. Problems around housing market itself and relative issues like enclosure problem, financial problem and even property dispute come out. The public, government, economy and finance all pay close attentions to the housing market. This thesis intends to find out the important factors which greatly affect the housing market by analyses the real estate bubble phenomenon itself and influences of related industries. Because of the actual condition of land resource and imbalance of land supply, Land, as the primary resource, is the main factor that has huge influence on the housing market. The irrational housing supply mechanics, huge potential demands which caused by traditional culture and speculations on real estate from both domestic and abroad all become significant element of China's urban housing market.The third part: Proposes government role-setting during the development of the housing system according to the experiences and lessons of housing system reform from both domestic and abroad. Now, government needs to macro-control the housing market, limits the increase speed of house price, effectively guards speculation on real estate and safe finance system. Keep the housing market in well motion and greatly increase the supply of welfare house at the same time. Increase economy affordable house amount; regulate the criteria of economy affordable house purchasing. Economy affordable house become the effective tool to solve the housing problem of middle-low earning group. Supply safe, proper low rent house for low earning group, so low earning people can enjoy the governmental welfare. Government can ensure the resident level of citizen, guarantee life steady and constantly develop socialist market economy by balancing the macro-control and supply welfare function of government.
