With the fast progress of society and economic development, the maximization of value realizing is required in various fields. As the basic industry of modernization, construction field has to meet the requirements as well: to spend the least money and time to realize the maximized utilization value. This paper summarizes and analyzes theories in management of construction projects. It raises the prior period decision-making theory based on fuzzing mathematics, constructs a multilayer fuzzy synthetic model of judgment and uses fuzzy distribution and the biggest membership grade theory to accurately and objectively fix and judge the non-figure factors in help of the prior period decision-making of a project. Meanwhile, project pre-alarm theory is raised from synthesizing and improving SCGM and Markerff Theory. It proposes that a omni distance monitoring should be adopted from safe quality, construction cost and constructing progress in order to control the project development in time by comparing with the plan; that a information platform should be set up, on which the intelligence of computer program theory mode is realized, providing a better theoretical method of timely controlling project progress and cost and avoiding project delay and the increase of cost.In regard to the complexity and representation of coal mine laneway constructions, this paper sets laneway construction as an example to prove the theory's practical value in prior period decision-making of laneway construction, in forecasting cost, progress and plan deviation with a much higher precision than common models, used in production directly.
