As the important organizing part in the regional economic structure, SMEs(small and medium-sized enterprises) are playing a decisive role in regional economic development. Hard financing has become the "bottleneck" of SMEs development in Chinese central region, which seriously affected SMEs development and economic progression there.In this paper, by using empirical analysis, standardization analysis, comparison and logic summary, the status and reasons of SMEs hard financing were systematically analyzed, and some countermeasures were proposed against how to resolve the problem of SMEs hard financing. Based on a clear definition of SMEs and its position and role in promoting development of SMEs in the central region, the thesis firstly expounded the important significance of SMEs financing; secondly, through the empirical analysis to the financing status of SMEs in the central region, it summarized the reasons causing the problem of SMEs hard finacing there, and analyzed the SMEs financing experience and lessons of sevral countries and regions at home and abroad. Finally, on the basis of full pretense to the advanced foreign experiences and the specific conditions there, it put forward some countermeasures were proposed against how to resolve the problem of SMEs hard financing.As to how to resolve the problem of SMEs hard financing, the counter measures must be based in real situations there; against the features of the SMEs financing, it put forward that the SMEs hard financing would be solved from the aspects of optimizating its external environment, improving the financing system and innovating financing tool. The concrete are as follows: firstly, a sound system of legal protection for SMEs should be builded in order to stimulate SMEs financing; central government at all levels should transform their functions and provide policy and public information services and other public services to improve SMEs financing system and environment and its efficiency. Secondly, it should construct a sound credit guarantee system as soon as; establish a specialized management services, draft special laws, and preferential policies, financial support plans and so on, so as to form a complete financial support system; commercial banks should quickly change their management philosophy truly market-oriented, and set up the special credit department based on the SMEs loans characteristics, and encourage and support the establishment of small and medium-sized financial institutions; standardize central capital markets and bulid the central regional capital market, and standardize and guide the non-formal financing. Finally, the central region itself should actively create the positive conditions and develop multi-channels financing system, such as pawn financing, leasing, group financing and so on.
