Today the Yangtze River Delta has been developed into a megalopolis which has rational ranking structure in spatial sense. Since the Reform and Open Policy implemented, however, the local governments began the cut-throat competition in many domains due to the interest which is produced by the Administrative Area Economy, which hold up the process of regional integration. Taking the intergovernmental relationship in Yangtze River Delta as the object of research,this dissertation first introduce the cooperation process from 1980s in this region. The author claim that the cooperation mechanism is very weak for lacking regularity and authority. In addition, the participant and the content of cooperation are simplex. Then, the dissertation introduce two methods that coordinate the relationship between local governments in the metropolitan areas of UK and USA respectively. Considering the status quo of Yangtze River Delta, the author suggest that we should design a polycentric governance in Yangtze River Delta to adjust the intergovernmental relationship which will drive the process of regional integration. The development of polycentric governance first need the coordination of central government. For example, the central government should establish a rational system to evaluate the performance of local official, Secondly, we should make the current cooperation system between local governments more perfect and effect which include subscribe the inter-government agreement, establish the rule of cooperation, and so on. In addition,the forces in civil society such as transnational corporations, associational autonomy cannot be ignored.
