Study On Increasing Resource Utilization Ratio In Mobile Communications Network

The utilization ratio of the network resources is an important criterion to judge the network maintenance levels of the telecom carrier, and it is also an important embodiment of the enterprise's core competitiveness. So the primary aim of Telecom Carrier System Reformation is how to cut down the cost of network maintenance by raising the utilization ratio of network source to the maximum.Take the Pingdingshan branch as an illustration, this dissertation analyses the cause of a low utilization ratio of network source from the following two aspects: engineering construction and operation maintenance. The utilization ratio of the network resources can be raised by changing the employees'duty, revising operation flow, strengthening network monitoring and adjusting the network resources reasonably. The effect is very obvious after putting these measures into practice.Take the Henan Unicom as an illustration, building up the maintenance center which taking province as a unit and reforming the maintenance system raised the utilization ratio of the network resources observably. At the same time, the cost of production had been cut down and the enterprise's core competitiveness had been enhanced. This dissertation elaborates on the concrete measures implemented in Henan Unicom now, for example, reforming the maintenance system, reforming the reorganization of enterprise, streamlining corporate processes, etc. Starting with the reform of the relevant systems and mechanisms on network maintenance, this dissertation analyzes the problems such as how to decrease the cost of human resources, strengthening the capabilities of rapid-reaction in network maintenance, lay a good foundation for further promotion of the market, enhancing the enterprise's core competitiveness by changing the employees'duty reasonably, make the right man in the right post.The network resources and human resources are important resourceses of mobile carrier. So how to distribute our resources more effectively and utilized them more rationally is the important way to enhance cost effectiveness and the enterprise's core competitiveness.
