Network economy has become a hot research direction with the growing popularity of mobile terminal and home network using. Setting customized pricing strategy which could balance the need of user and revenue of service provider is the core issue of network economy and has been widely researched.This paper mainly studies a novel revenue optimization approach based on the network utility optimizing way, solving and improving the deficiency of the original classical Complete Different Pricing Scheme. According to the characteristic of user group, this paper proposes a Super Group method to divide users into different groups. There is a precision control variable ? which could decide the granularity of each group. This paper also has proved that the time complexity of the Super Group method is better than the method of original pricing scheme. In order to deal with the resource squander phenomenon and improve network utilization within each group, this paper has proposed Resource Reschedule Scheme and Genetic Algorithm Based Resource Reschedule Scheme based on the Complete Different Pricing Scheme. Resource threshold and monitoring timeslot have been researched as two main factors which could affect the whole procedure.After achieving the goal of optimizing network resource utility, this paper moves on to test the whole pricing strategy architecture. By applying Super Group method, Resource Reschedule Scheme or Genetic Algorithm Based Resource Reschedule Scheme to the original scheme, internet service provider could achieve better network using status. Thus internet service provider manages to gain same or more revenue. This paper has tested the best scheduling parameter settings under the consideration of the stability of network and actual implemental complexity. It also manages to improve the resource consuming status after leveraging the satisfaction of the user side and internet service provider's revenue gain.
