Business incubator in hi-tech park as an economic and social organization that conforms to the demand of times development has shown a tremendous vitality since it appeared in china nearly twenty years ago. With the governmental demands of building innovation country as well as accelerating the construction of self-innovation capability, as an important part in national innovation system has confronted both new chances and challenges. Its traditional management theories and operating models have been changing as well. Therefore, it is an important problem for us to think about that how to perfect operating models of business incubator in hi-tech park much better so as to make it adapt the development of hi-tech; how to improve operation efficiency in order to develop its potentialities in science and technology innovation, the adjustment of industrial structure, the sustainable development of economy, the creation of employment and so on.This thesis is attempt to begin with systematic evaluation towards on the operation of enterprises'selecting mechanism, graduating mechanism, venturing capital mechanism and profit mechanism as well. Then to analyze both inner facts and outer facts of operating mechanism of incubator. And then to construct a perfect system of statistical index to make quantitative evaluation on operation efficiency of business incubator in hi-tech park. Finally to prefer development measures combining the reality of china. This thesis gives a systematic study to operating mechanism of business incubator in hi-tech park by making good use of methods of positive and theoretical hypothesis analysis, the qualitative as well as the quantitative analysis and applies to the theories of public administration, technical economy and so on .In a word, the content and methods in this thesis have many valuable meanings not only in practical facet but also in theoretical facet.
