The rapid development of Chinese financial industry has provided a broad space for the growth of the banks of China; however, the global financial crisis triggered by the USA subprime debt is becoming a threat to the Chinese banking industry's development. So how to improve the internal management of the C bank has become the key to overcome crisis and seek survival and development. Because of the characteristics of the banking services, in the improvement course of the internal management, bank employees are always in the center of the management improvement. Therefore, the effective allocation and use of human resources has become the core content for the improvement of the internal management to the bank, which is built on the basis of system analysis and evaluation of the positions. But, the C bank, as the traditional large-scale state-owned bank, human resources management has been in its initial stage. It hasn't established a well management system based on job analysis and evaluation, which cannot provide the effective support to improve the internal management.Aiming at the deficiency management of human resources, this study took the D branch of C bank in D city for the specific subject, and used the theoretical and empirical research to improve the job analysis and evaluation. First of all, based on systematical analysis of the D branch's problems in the human resources management, main problems and causes on setting positions are defined clearly. It is also realized that a comprehensive and detailed job analysis and evaluation is an important direction to improve the internal management. At the same time, the existing advantages of carrying out job analysis and evaluation for the D branch of the C bank are recognized, and confidence is strengthened; secondly, for the above-mentioned main problems, the specific work of job analysis and evaluation is carried out. In this process, in view of the weak foundation of the D branch of the C bank's job analysis and evaluation, this study followed out the framework of the prior period preparations, carding department functions, positions setting and responsibilities clarity, defining job responsibilities, selecting the key positions performance indicators, the system architecture of qualifications, job specification preparation and job evaluation, to make sure the Job analysis and evaluation is scientific, effective and practical, which lay the foundation and prerequisite for improving the internal management of the D branch of the C bank.
