With the continuous development of China's socio-economic and the objective of new rural construction proposed, the development of rural areas have been at all levels of government and all sectors of the wide attention. Rural roads,as a critical infrastructure to promote socio-economic development in rural areas, its evaluation and research have become an increasing concern in academic circles. As the high-grade highways and roads in rural areas have significant differences in the scale of construction, standard and function, the evaluation of rural roads can not simply apply the general theory and methods of the highway; At the same time, the study time of national rural roads is relatively short, the socio-economic impact studies of the rural roads have not been a widely accepted,mature system of theory and method, so the socio-economic study of rural highway is becoming a hot research.In this paper, by learning from previous research results, in the basis of a comprehensive analysis of rural roads, rural areas and the characteristics of the socio-economic impact of road ,the author establish a including 6 factors rural highway concept model of socio-economic impacts. And relying on the report data of " Evaluation and response of rural highway construction projects in Henan " the author make factor analysis for measuring variables and establish of a measurement model which contains 6 potential factors and 15 measuring variables, lines with the characteristics of the socio-economic impact. In this base, the author study the socio-economic impact path of rural roads by structural equation model, and finally do socio-economic impact evaluation in rural areas of Henan Highway by neural networks.In this paper, the study concludes that: the impact of rural road construction in rural areas for socio-economic development is very important. By path analysis,the paper finds that rural roads to the promotion of economic development has a direct impact and indirect impact to the improvement of living and ultimately to promote the progress of civilization villages via economic development. At the same time, due to socio-economic impact of the road with a delay characteristics, The path of socio-economic impact of the relationship in rural roads over time may also be further increased and significant. The socio-economic impact evaluation of rural road finds that during the construction of rural highway in Henan province rural areas, the overall impact is in the range of weak clearly marked to clearly marked, of which the development of primary industry, tertiary industry, resource development and changes in price , culture, public health, medical conditions with relatively clear. Over time, the level of socio-economic impact could be further expanded. In this paper, the results for rural road construction in rural areas have some theoretical and practical significance in rural road development and research.
