Study On Rural Road Supply From Social Perspective

The insufficient supply of rural roads impacted of the social development in rural areas, so the study of how to increase the supply of rural roads was still an important issue. Now, most studies considered that funds was the most important factor affected the supply of rural road, so the studys of supply of rural roads were basically payed attention on economic factors and capital. In fact, the supply of rural roads affected not only by economic factors, but by many social factors. The supply of rural roads was not only an economic issue, but also social problems. In this paper the study of social factors affecting the supply of rural roads was based on social perspective, through use of these social factors to promote road supply, and solved the practical problems of the inadequate supply rural roads.The two main ways of supply of rural roads were the public finance and rural local self-supply, now the absence of the two supply routes led the serious shortage of supply of rural roads. The most important social roots which led the inadequate supply of these two channels was the urban-rural dual system and the disintegration of rural acquaintances society., the dual structure allocation of resources of public finance generated under the dual social system made the insufficient supply of rural roads; the disintegration of rural acquaintance social, the development of atomic social trends, led the atrophy of rural self-supply. To solve the insufficient supply of rural roads, the social roots of the absence of the two supply ways should be solved.Implementation of the overall planning development of urban and rural road was conducive to change the urban-rural dual structure of supply of urban and rural roads as a result of the dual financial structure, Implementation of the unified allocation of resources, so the overall development of urban and rural road will make a significant increase in overall supply of rural roads.Now the main reason of the self-shrinking supply of rural roads was the original traditional rural social structure had changed, from the acquaintance society tended to the atomized society. Road supply structure was related to the social structure closely, the acquaintances society was in favor of self-supply of roads, and the dispersed atomized society was more suitable for public finance road supply. After the acquaintances society and the differential mode disintegrated, The original collective organizations of farmers which provide roads have also disintegrated in rural society, and led the supply of rural roads insufficient eventually. In order to increased the supply of rural roads, it needed to build farmer organizations under the new situation. The were three main forms which can contribute to the supply of rural road by themselves: first, traditional rural organizations; second, rural professional organizations; third, villagers autonomy organizations.It needed to work together of the overall planning co-ordination and the self-supply in order to increase the supply of rural roads, and should around the center of " the farmer-oriented", let the farmers call the shots themselves, the wishes of farmers should be respected, let the farmers play smart. But it was not interpreted "the farmer-oriented" as the destruction of the natural environment and excessive use of resources in order to increased of the rural roads, the supply of rural roads of "the farmer-oriented" should respect for the natural environment, conservation of resources, achieved the target of people, society and the natural harmony together.
