Meanwhile, it's the good reflection of honoring knowledge and talents in society.Sci-technology hortation plays an important role in inspiring researcher's enthusiasm,cultivating outstanding talents and vital professor. Its system has been a powerful lever to implement macrostructure of sci-technology by our government.The directing idea of sci-technology hortation is encouraging innovation, establishing bestir system to cultivate talents, promoting the combination of scientific research and social development. It also includes speeding such policy implement as education flourishing nation and continuable development.During the new period, the avail of sci-technology hortation system in sci-technology field is definitely out of date. It is universally accepted that science and technology are the first power of producing. How sci-technology hortation will promote sci-technology development has become research focus world wide. This thesis study sci-technology hortation in our country as following five chapters:Chapter One generally demostrates sci-technology hortation system. The producing of sci-technology hortation in some foreign countries is also in this chapter.Chapter Three lists the problem existing in sci-technology hortation system, including:the influence of official-honor idea and equalitarian, hortation amount, hortation body singularity, the lack of sci-technology education award and its promotors, the lack of social award and so on.Chapter Four focus on general situation of sci-technology hortation system in foreign countries, such as the USA, Germany, France, Japan and India. Chapter Five gives some proposal to fulfillment sci-technology hortation system in our country. As a key part, this chapter firstly expatiates various function of sci-technology hortation system. Then, following foreign scientific method, combining the situation and sci-technology character inour country, this chapter make some proposal.
