China's Opening up policy has gone through 30 years bringing about remarkable accomplishments what makes every Chinese people be proud of. GDP per capita has increased 42 times, the amount of import and export has increased 85 times and the urban inhabitant controllable income has increased 27 times. The causes that made the reform starting up and in-depth had been changed a lot. With the depth of China's reform and opening up, we have to face many problems: the financial crisis U.S. once broke out, the fast increment of RMB, the controlling measures our government toke and the going up cost of production. "Crisis is always the motivity of reform". If many foreign trade enterprises have finished their first carving out, quantity expansion, and then this kind of developing and management mode has finished its accomplishment. Our foreign trade shall transfer from a quantity-oriented mode lying on comparative advantage to a quality and benefit-oriented mode lying on Late-Developing advantage. Only if adjusting industry structure, enhancing technical content and increasing product added-value can we enhance the competition of enterprises as well as utilizing less time to improve economic development.Based on documents study, actual effect analysis, comparison between related theories, combined use of qualitative analysis and quantitative analysis and a comprehensive study of related theories and policies, this paper will make an systematic elaboration on Comparative Advantage Theory and Late-Developing Advantage Theory, put forward the viewpoint of "comparative advantage—late-developing advantage" transformation and draw the conclusion that the implementation of late-developing advantage strategy is an effective way for late-developing countries and regions to achieve a leap in the development of their foreign trade.This paper is mainly composed of six parts. Part one introduces the paper's writing background, significance of writing, the general development in this area of study and the research methods and research guide applied in the paper. Part two elaborates on the definitions, connotations, characteristics and development of Comparative Advantage Theory and Late-Developing Advantage Theory, two kinds of theories used in strategies for foreign trade development. Part three introduces the general situation of China's foreign trade, analysis the advantage and disadvantage of our country's foreign trade and elaborates the important "transformation" period in the development of China's foreign trade. This part lays the foundation for the measure analysis in the latter part of the paper. Part four makes a concrete analysis of the infeasibility of comparative advantage strategy in China and put forward the late-developing advantage of China's foreign trade development, pointing out the necessity to achieve "comparative advantage—late-developing advantage" transformation. Part five Presents the guidelines, strategic goal and measures for applying late-developing advantage strategy to promote the country's foreign trade. Part six is a summary of the entire paper, pointing out new ideas as well as deficient parts appeared in the paper.Usually, some papers are inclined to emphasize more on China's comparative advantages in terms of its abundant natural and human resources, basing on the traditional Comparative Advantage Theory. However, the study of late-developing advantage and its constructive role in foreign trade development is far from sufficient. What's more, the study on comparative advantage to late-developing advantage transformation is rarely conducted in the academic circle. Based on years of experience in-the foreign trade profession, the author made an attempt on this subject in hopes of making constructive efforts to China's foreign trade development.
