Iron and steel industry is rapidly developing in china. Recently it is starting that investing steel building or innovating project is new high tide. Steel project is a complicated system engineering that it is compressing capital, technology & resource. The three key factor of steel building project is time, quality & cost. Furthermore, The best important factor is time that it is colligation appearance of resource, capital, technology and benefit. At present, steel project management is still traditional management pattern, which it is existing that low efficiency, relaxed management and prolonging time. The New Heavy Plate of JIGANG collocating equipment by menu mode is core of building project during the 11th five years which is designed, purchased and managed by JIGANG oneself. Based on steel building project in international and china, its building time is the key factor that determines whether project is successful. Therefore, it is an available research thesis that it is optimizedly studying project time management in order to shorten project building time which is making use of project management knowledge. It is in favor of providing theory of project building, in favor of advancing the project management level of enterprise, in favor of the shortest time in the condition of restricted resource and lower cost, in favor of the best investment income and in favor of advancing market competition ability of enterprise.Gathering,hackling,summing up literature datum and the newest technique production of project time management & concurrent engineering in international & china, based on advanced theory of project time management & concurrent engineering, it is optimizedly lucubrating project time management in the New Heavy Plate of JIGANG by its technique specialty & time objective, from the five aspects of project activity definition,project activity sequencing,project activity continuing time estimating,project schedule development & project schedule controlling and from the three angles of importing,tools and method, exporting, adopting Work Breakdown Structure(WBA),Milestone,Gantt Chart Method(GC),Critical Path Method(CPM),Program Evaluation and Review Technique(PERT), Graphical Evaluation and Review Technique(GERT),Crashing(emergency) Method,Fast Tracking (parallel activity) Method etc., making use of Microsoft Project Software 2003. Program schedule is authorized and optimized in the form of Program Gantt chart and Program Network Chart. Concrete steps are provided to control program schedule by closed-circuit cycle principle. Besides, it forecasts its actual effect and evaluates economic profit & society benefit.In the thesis, adopting the studying method of theory combining practice,determinate property combining affirmatory quantity,syllogism combining summing-up,management method combining project content, by optimizedly lucubrating project time management in the New Heavy Plate of JIGANG, it is obtained that a suit of perfect studying idea & content how authorizes and optimizes program schedule by project management software in order to shorten project time ,based on advanced theory of project time management & concurrent engineering. In conclusion, it is feasible,flexible & convenient; it has very good economic profit & society benefit; it has very wide foreground of popularization and application; it is countrywide popularized to the same steel building or innovating project.
