In recent years prices of real estate have continued to move up in China. Although a lot of restrictions on excessive real estate development policy have been introduced in the country, prices of the real estate still rise quickly. In order to further improve China's housing security system, and to meet the housing needs of the ordinary residents, a formal policy is issued on the price-limited housing in 2006. Although many people object the policy on the price-limited housing, in fact it is important to push forward the reform of the housing system and to improve the housing situation of commen people.Fistly, the price-limited housing is able to solve accommodation of a part of middle-income people and relieve the imbalance between supply and demand of the housing.Secondly, the price-limited housing has driven the adjustment of the real estate market, has been helpful to the return of house price.The article outlines the situation of real estate industry in China and the social housing guarantee system, raises the necessity of the policy promulgated for the price-limited housing and advantage to develop and manage the price-limited housing. According to the procedures of the real estate exploring, the paper has brought forward the methods and measures of the cost control of the real estate exploring corporations from the decision-making process, the government examining and approving process, programming and designing process, inviting public bidding and tendering and signing contracts process, construction process to the whole selling process of the real estate projects. The article describes the process of the development and management of the price-limited housing, analyes the various risks the developers faced in each stage, and raises that the response strategies and the specific preventive measures. The innovative part is how cost leads tactics applied in the process of the development and management of the price-limited housing. Through basic business competitive strategy of Management Master Michael ? Porter, the article focuses on the necessity of Cost Leadership Strategy to be used in the process of the development and management of the price-limited housing and at last raises the strategy Measures to use the Cost Leadership Strategy and the specific preventive measures to control the cost in each stage, so that the price-limited housing can be proceed as planned and without a hitch.The article has been on the basis using prehominid research result about the price-limited housing for reference mainly,method and system that business cost controls especially have carried out the systematic summary on real estate,has also carried out foak; Have analysed cost controlling necessity and urgency working carefully; Have suggested that every link and every control the method working objectively. The health to real estate enterprise is developed having certain guiding significance. It is helpful to real estate enterprise, and the writer hopes that real estate exploring corporations can find some useful references while they manage and control the costs of projects.
