This paper analysis the middle-income groups and his ability to buying house. Based on a systematic analysis about the welfare among the government, the developer and the house purchaser in the construction process of the price-limited condominium, this research sets up a multi-purpose plan model about its existence conditions and a reasonable price range.Finally, this paper advises Xi'an government implements the price-limited housing policy early and takes middle-income Groups' housing problem into the housing security system.The paper has study the following aspects:(1) Researches about middle-income groups' housing affordability and makes an analysis about the price-limited housing prices.
