The price of real estate keeps going up in recent years, which is uneasy for any low and moderate families to afford, so the housing needs cannot be satisfied. Being the macroeconomic controller, the government has a duty to settle the housing problem of low and moderate group. In 2006, limited-price housing policy (LPHP), as one of the principal means of government's macro-regulation, is put forward to stabilize housing price and resolve the housing problem of those at the bottom and middle. This study is performed on systematic research on the background of the limited-price housing policy, the implementation of LPHP and the status quo of limited-price house construction. Analyzing from housing security theory, this research seeks to pose suggestions for improving LPHP so as to fully implement the policy.This thesis can be divided into five parts. The contents of every part are as followed:Part one analyzed the reform history of housing, the growth feature of real prices of the real estate market in China. Literature reviewed on security housing theory has been conducted and the concerning researching contents have been presented;Part two analyzed the relevant background, basic connotation and requirements of housing security system (HSS). This thesis mainly reviewed the historical changes in urban HSS and summed up the problems and challenges;Part three analyzed the description and positioning of limited-price house, the status quo of limited-price house construction everywhere, including projects status and their location; It discussed the problems and analyzed the causes in the limited-price house construction, including price superiority loss, unscientific location, quality-control failure and low construction quality;Part four describes the models of the housing security system in other countries and the inspiration to our country. In this part, the writer analyzes the experience of the housing security system in other countries to provide models to our country;Part five posed the means of regulating limited-price house policy based on the construction status and problems of limited-price house.The main conclusions include that the LPHP, effective macroscopic regulations accords with China's national situations; it should be put on the right track of HSS in China, which will be the useful method to deepen the macroscopic regulation of the real estate market reform and remain housing prices steady in China, foster social stability and ensure the smooth-going of modernization drive of our country.
