Along with the rapid development of China's economy during the past thirty years, the economic structure has undergone great changes, and the status of the Tertiary Industry is growing more and more important. The Tertiary Industry, also called the Service Industry, plays a key role in enlarging employment, transforming industrial structure, promoting economic growth, keeping society steady, etc. It is an urgent task to recognize the actuality and difference accelerate the tertiary industry development under the background of China's successfully entering WTO.On the combination of studying classic tertiary industry theories and the history and realities of China's tertiary industry, this paper firstly divides the development of the tertiary industry into 4 stages. From the angle of its inner structure, we analyze the developing characteristics of the four stages respectively. And, taking the historic background into consideration, the reasons why there were features like that are found out. Secondly, since we believe that the demand and supply are main factor influencing the tertiary industry, we build up a Vector Error Correction Model (VEC ) to prove what we suppose, using the indicators of"increase percent of real per-capita income"and"increase percent of tertiary industry investment"to represent the two influence factors. The results show that this two factors do have positive influence on the development of tertiary industry.Finally, on the basis of the study we've made, several suggestions are given out. In order to promote the growth of China's tertiary industry, measures should be taken from both the perspectives of demand and the supply.
