Modern society more and more tends to go for the personality and discrepancy. Fierce marketing competition brings new innovation of manufacturing industry. Mass production has not satisfied the requirement of product diversity; on the contrary, order production could do well. Engineer-to-Order (ETO) manufacturing is one of the most important production in manufacturing, and it has many characteristics just like order randomness, complicated product variety, long production cycle, lower repeat rate and so on. So, it's difficult to carry out production management especially the planning management because of these characteristics. Resource conflict, effect of man's action, planning repeat, and product delay come up frequently. Therefore, traditional planning management model has not satisfied the requirement of new production, and it's necessary to introduce new planning management idea, system and method in ETO manufacturing enterprise.This paper just focuses on the characteristics of ETO manufacturing enterprise and its product, using the knowledge of Industrial Engineering, Network Technology Theory, Theory of Constraint, Critical Chain Theory and so on, presents planning management system and method of ETO manufacturing enterprise based on Critical Chain. In this paper, the defect of traditional planning management theory, system and method, as well as the advantage of Critical Chain method are analyzed. According to the characteristics of ETO manufacturing enterprise and the requirement of planning management, planning management system based on Critical Chain has been designed, including the planning and controlling flow chart, planning template structure, planning execution flow chart and roles of managers. Establishing method of planning template, as well as planning methods of single and multi-project also has been designed according to the general planning of the new method. Buffer management mechanism combining Gantt Chart with Fever Chart has been established. Then, CPM/PERT method and new Critical Chain method have been simulated by Crystal Ball software based on Monte Carol method, through analyzing the results of two simulations, the conclusion that Critical Chain planning method is superior than the traditional planning method has been gained.At last, the research fruits above all are applied to the actual planning management in an enterprise, and this paper presents an empirical study of one Transformer Company. Current planning and controlling model of this company has been analyzed, problems and requirement of Critical Chain planning method have been present. A new planning management system based on Critical Chain method has been established according to characteristics of this company and a Critical Chain planning computer system has been introduced in. Then, how to establish planning template in system and how to plan the master production planning have been described in this paper. Through master production planning chart and Fever Chart that generate by the system, the buffer management mechanism has been explained. At present, all the research fruits have been applied to the planning and controlling of this company, the planning management level has been improved and the yield is also increase.
