With the continuous deepening of the precise poverty alleviation policy,the landing of individual village planning projects has led to continuous improvement of the rural living environment and the continuous improvement of the quality of life of rural residents.However,in the construction of existing village planning projects in Puer City,most of the projects are still adopting extensive management methods.From planning and design to project construction,there are widespread problems in planning and control methods,which seriously restricts village planning projects.Implement an overall level of improvement.In such an environment,it is urgent to introduce new schedule management methods and management thinking so that village planning projects can be constructed on time,investment is controlled,and quality is guaranteed,so the importance of planning and control research is highlighted.This paper takes the plan of Stone Mountain Village in Puer City as the research object.From the perspective of planning and control in project management,the network plan is used to plan the project,and then the key path earned value method is used to control the project.First,the WBS decomposition method is used to decompose the project,establish the work breakdown structure and project organization,create a responsibility distribution matrix,and clarify the size of the responsibility.After drawing the network plan map,identify the key lines of the project,use the critical path earned value method to analyze and control the progress of the project,ensure that the village planning project goes smoothly,and even have time or fund balance.By qualitative analysis,the quality and cost of the village planning project are analyzed and controlled,and the quality management and capital investment of the project are controlled.This paper analyzes the main points and application process of network planning method and key path earned value method in village planning project through the research of actual cases.It proves that the project management method can achieve better results in cost and schedule control in the village planning project,and can realize the synchronous control of the project cost and schedule and the dynamic measurement of the operation process.It is hoped that in the follow-up study,other methods of project management will be introduced in the design stage of each special plan,and a set of project management methods that are feasible from design to construction will be sought to improve the project management level of urban and rural planning.
