The incubator emerged in U.S.A. in the sixties of the 19th century and developed rapidly after introducing to China in the 1990s. Practice for 20 years proves that Chinese technological business incubators play a key role in of our country improving the overall quality of small and medium-sized enterprises, fostering the scientific and technical innovative talents and innovation, these 600 incubators has already been the important carrier that can't be substituted. our country build innovative country indispensable, our country has already become the big country of the incubators through 20 years'development, it is the question which the technological business incubator workers considered day and night that how to realize the leap from a big country to a powerful country. For the same purpose, I also hope to do some beneficial exploration in this respect.The incubator as an exotic, played an important role in accelerating the development of small and medium-sized enterprises, in the " growing seedlings and afforesting " project that the Ministry of Science and Technology implements during the"11th Five-Year Plan"period, its key function is to support the technological innovation of small and medium-sized enterprises and accelerate the growth of small and medium-sized enterprises, finally form innovative clusters. Meanwhile, in the incubating practice of scientific and technological enterprises, because of the different national conditions, the scientific workers of our country made some corresponding adjustment and innovation according to our own situation, therefore its content and operational mode have already varied from the American or European incubators. Additionally, because the incubator is various in style and its short developing history, there is no unified concept in our country either. So, this text begins with this concept, explaining the content and operational mechanism of technological business incubators, analyzing the function of Social, economic efficiency, and personnel training functions, in the end pointing that accelerating the development of the technological business incubators have the important practical and theoretical significance.After sketching the development experience and present situations of the technological business incubators in our country, the text describes the current situation and success factors of the U.S. incubators and summarizes the characteristics of the U.S. incubators, then makes a comparision mainly from the government role, scale and performance, competitive edge, operational mechanism between Chinese and the U.S. incubators, in order to find out their differences. On the basis of comparison analysis, this text has summarizes that there exists many problems in Chinese incubators, such as the unreasonable operating mechanism ,bad service quality, lack of innovational culture etc. In the fifth chapter, this text have proposed the ecological environment system of the technological business incubators in our country and put forward the corresponding countermeasures from the government promoting its development and improving incubators'own ability. Finally, by the empirical analysis of Chongqing Technology business Incubators, the text reveals the difficulties and reasons in Chongqing technological business incubators and puts forward the corresponding advice, with a view to promoting better and faster development of incubators in the western region, initiating more thinking of the academia and practical workers.
