Study On The Corresponding Comprehensive Urban Planning And The Comprehensive Land Use Plan In The Rapid Process Of Urbanization

City continues to expand the scale and land resources and reduce the contradictions in our country is the important issues which need to address in the process of rapid urbanization urgent. Because of many factors uncoordinated in the land use planning and the urban planning, there are many problems such as too large land scale, too much idle land and non-higher efficiency of land use in the use of land resources. As the two statutory planning, land space in china and the land use, there are much different in the guiding ideology, planning focus, planning and research depth, and the planning and implementation of the status of planning in areas planning through urban planning complex and diverse content such as a big difference.At present, China's e land use planning emphasizes that resource protection, in particular on the protection of arable land resources, the establishment of the planning system of the basic theories and methods are on this issue, and the urban planning emphasizes development, focus on economic and social development of urban construction meet the requirements, as the basis for the establishment of a Town Planning Theory and technology system. The difference of the dominant idea between the land use planning and the urban planning lead to the reunification in the urban and rural land use on the many contradictions, and the next step is to the implementation of urban planning and management work of great difficulty. Our country has a huge population, limited farmland, and the land resources is very valuable. so coordinating the comprehensive land use planning and the comprehensive urban planning has a great significance of protecting the sustainable development in socio-economic and environmental resources and proving the relationship between human and environment and natural resources.In this paper, taking Nanchuan City of Chongqing as an example, using the method of combining the theoretical and empirical analysis ,the author analysis the relationship and contradiction between the comprehensive land use planning and the comprehensive urban planning, explore the better integration ways and means in the regulation of both theoretical and practical operation for developing and revising the regulations provide theoretical and practical reference, and giving planning revision proposal.The article is divided into six chapters, the first chapter for the introduction introduce the background and significance about the research, and make a comprehensive survey of regulations related to the state of coordinated research about both domestic and international, nail down the contents of this article. The second chapter is the summarize of the comprehensive land use planning and the comprehensive urban planning. Expounding the basic idea, developing course and the relation and difference between them. The third chapter introduce the actuality and focus problem between the comprehensive land use planning and the comprehensive urban panning. It point the reason of inconsistent and analysis the inconsistent actuality from the layout system , technique, time and so on. Chapter four is about the harmony approach and mechanism study in the two planning. It explores the theoretical foundation about the Coordination of contradictions of the two planning and the two regulatory coordination envisaged in the theoretical framework of the planning system has an ideal protection was constructed. The fifth chapter put up the demonstration analysis about the harmonize problems in comprehensive land use planning and the comprehensive urban panning ,and it introduce the general situation about Nanchuan city and the two planning ,In this chapter , it analysis the coordination of the two regulatory conditions of Nanchuan City area of Chongqing from the status of town land use , urban development trends and the determination on the scale of city , pointed out the contradictions of the two regulations and the need to coordinate the reasons put forward proposals and coordinated countermeasures. Finally, there is the main conclusion of the study: the comprehensive land use planning and the comprehensive urban planning how to be coordinated from the guiding ideology, system planning, planning methods and technologies begin, and it pointed out that the papers innovation and the need to explore further areas.
