Comparison And Harmonious Study Between Urban Master Planning And Land Use General Planning

Today, with the rapid urban development, we have achieved many achievements for economic, culture and social development, the level of urbanization has been raised continually, and the life standard has been improved evidently. Under this station, the land has become the focus question of social and economic, since non-renewable and limitation of the land. At this time, in order to ensure successful of the government work, play an important role in macroeconomic control and accelerate the harmonious of the social development, planning as one of the government management tools is very important. In our country, urban master planning and land use general planning (belowed shortend form as"two planning") are the important legal planning for guiding the urban construction and land use, and also the important basis for the management of urban planning and land use. At present, strictly control the land dimension of the urban construction and accelerate the intensive use and orderly development of the land are the objective of the two planning in China. While there are some disharmonious between two planning and cause some questions such as expropriation scale excessively, property of land be changed indirectly, low efficiency of land use and so on. These attribute that the various content of two planning and there exist more distinctions for guiding concept, planning system, compiling technology, spatial control and environment assessment of planning. So how to harmonize the relationship of two planning are the emphasis of the planning work in China, in order to ensure the sustainable development of social economic and environmental resources, improve the relationship between human and nature.The paper is divided into six parts. The first chapter is introduction, and mostly introduces the background, content, significance, method and framework of the research. The second chapter is the summary of two planning, in this chapter the basic concept, compile background, characteristic of the urban master planning and land use general planning are introduced and analyzed, also including the related theoretical principle. In brief, the enough preparing work on the basic knowledge theory for the comparison two planning are done in this chapter. The third chapter is the comparison of the two planning, the inharmonious reasons from the guiding ideology, planning system, compile technology method, spatial control and environmental impact assessment are analyzed. The fourth chapter is the harmonizing analysis of the two planning, mostly from the fundamental principle, planning system, compile technology method, spatial control planning and environmental impact assessment, the harmonizing method of two planning are explored. The fifth chapter is the case study of Da Tong city, in this case there including the general situation of Da Tong city, the content comparison of two planning, point out the inharmonious question between two planning, and put forward the measurement of harmonize. The sixth chapter is the conclusions, summarize this paper research, and point out the deficiencies, and further discussion contents in the future.
