Under the market economy conditions, especially after China joined into the WTO, competition between enterprises became increasingly fierce, buyer's market became increasingly strengthened, large multinational corporations had entered, and the economies of scale of large state-owned enterprises had brought SMEs with great pressure.In the early stages of development,Small and medium-sized enterprises have their own characteristics, such as the creation at a relatively short time, the scale is not big enough, not high technology content, face to fierce market competition and comparison and the survival of pressure makes it a very long time without the capability to conduct technical management system. While technology is the company's core competitiveness, when the small and medium enterprise development to a certain size, technology management constrains the rapid enterprise development bottlenecks .To enhance their core competitiveness, foster technological innovation capability, strengthen enterprise technology management system on the building seems particularly important .The first, defines the basic concepts which has involved in the technical management system, comprehensive previous theoretical study of the conclusions of the technical management system for qualitative analysis, find out the technical management for enterprise-effective mechanism.
