With the global economic integration, collectivization and rapidly developing of science technology, the organization form of enterprise strategic alliance has been developed explosively. More and more enterprises realize that it is very difficult to meet complex changeful environment depend on themselves The enterprises need to cooperate with each other to survive in the market with rapidly changing of science technology and business environment. From the point view of game cooperation, if the parteners can reach a biding agreement, we can get a win-win situation and higher efficiency. From this perspective, in the increasingly fierce competition, many enterprises can form a cooperative alliance, which is the basis of a strategic alliance. Formation of strategic alliances is the only way to meet the changing external environment and enhance their own agility and the competitiveness of enterprises. In order to effectively improve the stability of cooperation between the parties, the cost allocation or distribution of benefits of the research is very necessary. Therefore, this paper is in the context of cooperation and strategic alliances based on cost allocation, combined with the distribution of lineaer programming and theoretical knowledge related to start the discussion. The mainly work of this paper as follows:First of all, this paper gives the impact of promoting the stability factor from the perspective of game theory analysis of the alliance of instability.Secondly, this paper establisnes the internal stability of cooperation over the cost allocation for a variety of ways, and gives one of the methods of proof. And then gives the necessary conditions of existence of the cost allocation. Finally, we give a new method to solve cost allocation, which is based on the simplex method of linear programming, and design computer language program in appendix for this method .The result of analyzing some examples shows that the method is easier, faster and more feasible to be operated.
