After implementing reform and opening policy, Chinese state-owned economic proportion still predominates in the whole national economy, although it is decreasing unceasingly. It still grasps the lifeline of national economy; therefore, the problems of state-owned enterprises must be paid more attention to by academic circles. With the development of reform, the problems which lie in human resource management in state-owned enterprises are gradually exposed; especially the phenomenon of the talented employee turnover has been an inevitable problem. The research on the talented employee turnover intention of state-owned enterprises, undoubtedly, has its significant scientific value and realistic importance.This paper reveals the proposition on "technical personnel of state-owned enterprises on the loss of early warning system". It first expounded the theory, which is the theoretical basis for research below. And then it introduces the phenomenon on the drain of technical personnel and the reason of the loss. On the basis of the factors which affect the loss, this paper establishes an indicator system of assessment of the risk, evaluating the risk by using fuzzy comprehensive evaluation methods. It illustrates the whole early-warning system in the meanwhile, which focuses on two parts of information gathering and crisis forecasting, and then its operating procedure is made clear.After the theoretical research on early warning system of the loss in the state-owned enterprises, the paper explains the operation of the risk assessment by the case which is one of state-owned enterprises. According to the company's actual situation, it puts forward some measures to lower rates of brain drain.
