In the condition of socialism market economy, Chinese state-owned enterprises take a very important role in the national economy. It takes charge of the lifeline of national economy and more social responsibility compared with other economic entities. Actually, competition in the future bases on the competition of human resources. The successful enterprises in the world almost depend on people struggling. Employee inspiration is an eternal topic in HR management. Inspiring employees' enthusiasm is the main function of encouragement management. It can combine enterprises with their employees closely, and arouse employees' enthusiasm and internal potential. This inspiration makes them to link their intelligence, capability and requirements with the development objects of their enterprises. In this situation, the employee would like to struggle, create and innovate for the enterprise's development. Consequently, in order to stand out in the furious competition, the state-owned enterprises should pay more attention to HR management, and also treat inspiration as treasure for their sustainable development.This paper bases on the theory of human resources, combines the employees' characteristics, analyzes the evolution of HR historical mode and statue quo in the state-owned enterprises, and then finds out the main problems. On the basis of the present studying production, adopting the life-cycle theory, the paper studies the enterprises' life-cycle and the characters of different phases in the employees' career-cycle, and puts forward effective incentive method. Meanwhile, using quantitative measurement method, it makes different value evaluations on employees in different state-owned enterprises, and furthermore, constructs different incentive mode with the HR value as a core. At last, it brings forward effective measures to carry out the inspiration smoothly. In a word, this paper supplies a new and scientific method to the effective inspiration in the HR management of the state-owned enterprises.
