The brain drain of state-owned enterprises have not individual companies but all common crisis faced by state-owned enterprises. Facing the crisis, the state-owned enterprises how to establish attaches great importance to the talent, to talents, motivating talents of modern talent, talent of state-owned enterprises to carry out effective incentives, keep and use all kinds of talents, to ensure the sustainable healthy development of enterprises, is facing the development of state-owned enterprises must address the important proposition.This article uses the qualitative quantitative, the combination of theoretical research and empirical research method of combining the, surrounding the brain drain of state-owned enterprises and management the research subject has carried on the thorough analysis. Based on the research of the domestic and foreign literature analysis, the brain drain of state-owned enterprises and talent flow, motivation and incentive mechanism, analyzes the concept and connotation of, comprehensive classic at home and abroad for reference, the talent incentive theory, constructs the system of material incentive, incentive, spirit incentive triple talent incentive mechanism.
