Design Of A Procurement Control System Base On SMC For HW Automobile Group Company

The group companies become more common with the competition of the market become more and more fierce. Enterprises face the pressure of shortening delivery time, increasing product quality, decreasing cost, improving service. However the new market environment and the changes of enterprise organization challenge the procurement management a lot. Due to the lack of advanced technology support and the disadvantage in itself, the decentralized procurement management mode doesn't accommodate to the group company's demand. In order to be adapted to the new environment the enterprise changes at management mode and organization.In this dissertation, the procurement system of a state enterprise– HW Corp. was analizied, the background of the Corp. was introduced, analysis of the disadvantages of the decentralized procurement management mode was taken. A centralized procurement management mode based on decision center was recommended, meanwhile, the organization model and management concept model was given. A platform of united procurement and transshipment under the SCM system was set up to standardize the procurement information, selection of procurement resource and the flow of procurement. The platform integrates the strength of different department, shares their information resource and improves the company's benefit.The dissertation mainly works on the procurement resource control of centralized procurement in the background of state group companies. A centralized procurement management system is established, in this system different materials'purchasing following different flow and standards, facilities locates in different areas implement the procurement and transshipment on an united platform, and acquire the farthest profit and favourable. Structure of the system and function of each module are introduced detailedly. Lastly, the design and implementation of the system has been expatiated by several examples. The centralized procurement management system in this proposal can offer a reference for the procurement for other group company.
